ClickTrade is a great system in which basically you pay people to link to you. Its a great way of getting lots of people to link to your site.
This is a very important step, go to as many sites with similar content to yours, and ask the owners if they wish to exchange links, in other words you link to them, they link to you.
Display your URL wherever you can, eg put your URL and a very short description of your site into the signature of your emails, or make posters about your site, and put them in your house windows, or put your URL on your business card.
Go to somewhere like ListBot and create a mailing list, they will then give you a small form to put on your page, so that visitors can sign up onto your mailing list, you can then send out notifications when you majorly update your site, but ensure you mentioned that they are being emailed from a mailing list that they signed onto, so that they know they aren't being spammed.
Post a short, announcement of a non-commercial nature to relevant newsgroups. Sometimes just participating in newsgroups, and by having a signature at the bottom of your messages will boost traffic. I'm not saying to spam newsgroups just to make announcements in relevant newsgroups.
